The pole is treated as a tapered hollow section with volume V_pole = π·L·((D_top+D_bottom)/2)·t, plus the flange plate V_flange = size² × flange thickness. Total volume multiplied by the material density gives the weight, then multiplied by the unit price gives the material cost.
